mm: generalize ARCH_HAS_FILTER_PGPROT

Browse source 
ARCH_HAS_FILTER_PGPROT config has duplicate definitions on platforms that
subscribe it.  Instead make it a generic config option which can be
selected on applicable platforms when required.
