btrfs: remove gfp_t flag from btrfs_tree_mod_log_insert_key()

All callers of btrfs_tree_mod_log_insert_key() are now passing a GFP_NOFS
flag to it, so remove the flag from it and from alloc_tree_mod_elem() and
use it directly within alloc_tree_mod_elem().
