74747dda58 media: lirc: always send timeout reports
Without timeout reports, it is impossible to decode many protocols since
it is not known when the transmission ends. timeout reports are sent by
default, but can be turned off. There is no reason to turn them off, and
I cannot find any software which does this, so we can safely remove it.

This makes the ioctl LIRC_SET_REC_TIMEOUT_REPORTS a no-op.

711561a41d media: lirc: fix lirc.h documentation generation
The rc_proto enum values should be ignored for now, otherwise we get
warnings like:

Documentation/output/lirc.h.rst:6: WARNING: undefined label: rc-proto-max (if the link has no caption the label must precede a section header)

Reported-by: Stephen Rothwell <sfr@canb.auug.org.au>
Fixes: 72e637fec5 ("media: rc: validate that "rc_proto" is reasonable")
Fixes: cea357bc25 ("media: lirc: ensure RC_PROTO_MAX has documentation")

54f38fcae5 media: docs: move uAPI book to userspace-api/media
Since 2017, there is an space reserved for userspace API,
created by changeset 1d596dee38 ("docs: Create a user-space API guide").

As the media subsystem was one of the first subsystems to use
Sphinx, until this patch, we were keeping things on a separate
place.

Let's just use the new location, as having all uAPI altogether
will likely make things easier for developers.
