Add lowRISC standard clang-format file

We use the Google C++ coding style
(https://google.github.io/styleguide/cppguide.html) with some
clarifications to make it more applicable for C, inspired by BoringSSL
(https://boringssl.googlesource.com/boringssl/+/HEAD/STYLE.md).
