Removing the custom dependency checksum functionality in favor of Gradle build-in dependency verification support.
- Use sha256 in favor of sha1 as sha1 is not considered safe these days.

This commit switches the security and identity-provider plugins to use
v4.0.1 of the OpenSAML library (upgraded from v3.4).
In order to facilitate this upgrade the following changes are also
made:
- Common Codec is upgraded to 1.14 across all modules
- Guava is upgraded to v28.2 in the 2 affected modules

This change updates our version of httpclient to version 4.5.8, which
contains the fix for HTTPCLIENT-1968, which is a bug where the client
started re-writing paths that contained encoded reserved characters
with their unreserved form.
The apache commons http client implementations recently released
versions that solve TLS compatibility issues with the new TLS engine
that supports TLSv1.3 with JDK 11. This change updates our code to
use these versions since JDK 11 is a supported JDK and we should
allow the use of TLSv1.3.
We previously grouped all the license and notice files for httpcore, httpcore-nio, httpclient and httpasyncclient under the same license and notice file. There were though subtle differences between those which we didn't keep track of. For instance the httpcore license file has slightly changed since 4.4 which we have missed to track.
This commit goes back to having one license and notice file for each jar, to be completely sure that each dependency is associated with exactly the right licene and notice file.
