Fix missing remote_cluster docs (#116366) (#116440)
Documentation for the remote_cluster in the role was added
in #111682 and #108840, but a few places were missed.
This commit fill the gaps in the documentation.

Noting setting e.g.  `cluster.routing.allocation.enable: primaries` ([doc](https://www.elastic.co/guide/en/elasticsearch/reference/master/modules-cluster.html#cluster-shard-allocation-settings)) does not de-allocate existing replicas. Instead this setting affects allocations going forward.

Always allow rebalancing by default (#111015)
Today `cluster.routing.allocation.allow_rebalance` defaults to
`indices_all_active` which blocks all rebalancing moves while the
cluster is in `yellow` or `red` health. This was appropriate for the
legacy allocator which might do too many rebalancing moves otherwise.
The desired-balance allocator has better support for rebalancing a
cluster that is not in `green` health, and expects to be able to
rebalance some shards away from over-full nodes to avoid allocating
shards to undesirable locations in the first place. This commit changes
the default `allow_rebalance` setting to `always`.

Change skip_unavailable default value to true (#105792)
In order to improve the experience of cross-cluster search, we are changing
the default value of the remote cluster `skip_unavailable` setting from `false` to `true`.

This setting causes any cross-cluster _search (or _async_search) to entirely fail when
any remote cluster with `skip_unavailable=false` is either unavailable (connection to it fails)
or if the search on it fails on all shards.

Setting `skip_unavailable=true` allows partial results from other clusters to be
returned. In that case, the search response cluster metadata will show a `skipped`
status, so the user can see that no data came in from that cluster. Kibana also
now leverages this metadata in the cross-cluster search responses to allow users
to see how many clusters returned data and drill down into which clusters did not
(including failure messages).

Currently, the user/admin has to specifically set the value to `true` in the configs, like so:

```
cluster:
    remote:
        remote1:
            seeds: 10.10.10.10:9300
            skip_unavailable: true
```

even though that is probably what search admins want in the vast majority of cases.

Setting `skip_unavailable=false` should be a conscious (and probably rare) choice
by an Elasticsearch admin that a particular cluster's results are so essential to a
search (or visualization in dashboard or Discover panel) that no results at all should
be shown if it cannot return any results.

- In `sql/index.asciidoc`, the `:sql-tests:` path was updated to fuller path
- In `esql/index.asciidoc`, the `:esql-tests:` path was updated idem

* Replace `es-repo-dir` with `es-ref-dir`

* Move `:include-xpack: true` to few files that use it, remove from index.asciidoc

More guidance in balance settings docs (#105119)
Today the docs on balancing settings describe what the settings all do
but offer little guidance about how to configure them. This commit adds
some extra detail to avoid some common misunderstandings and reorders
the docs a little so that more commonly-adjusted settings are mentioned
earlier.

Allocation awareness allocates some replicas (#104800)
The docs for forced awareness indicate that no replicas will be assigned
until all zones are available, which is definitely undesirable and also
not the actual behaviour. This commit fixes the wording to match what
really happens.

[DOCS] Move x-pack docs to docs/reference dir (#99209)
**Problem:**
For historical reasons, source files for the Elasticsearch Guide's security, watcher, and Logstash API docs are housed in the `x-pack/docs` directory. This can confuse new contributors who expect Elasticsearch Guide docs to be located in `docs/reference`. 

**Solution:**
- Move the security, watcher, and Logstash API doc source files to the `docs/reference` directory
- Update doc snippet tests to use security

Introduce max headroom for disk watermark stages (#88639)
Introduce max headroom settings for the low, high, and flood disk watermark stages, similar to the existing max headroom setting for the flood stage of the frozen tier. Introduce new max headrooms in HealthMetadata and in ReactiveStorageDeciderService. Add multiple tests in DiskThresholdDeciderUnitTests, DiskThresholdDeciderTests and DiskThresholdMonitorTests. Moreover, addition & subtraction for ByteSizeValue, and min.

Remove Blocks when disk threshold monitoring is disabled (#87841)
This change ensures that existing read_only_allow_delete blocks that
are placed on indices when the flood_stage watermark threshold is
exceeded, are removed when the disk threshold monitoring is disabled.

This is done by changing how InternalClusterInfoService behaves when
disabled. With this change, it will keep calling the registered
listeners periodically, but with an empty ClusterInfo.

Remove dead code from same-shard decider (#81520)
Today the same-shard allocation decider falls back to checking the
hostname if the node has no host address. In practice nodes will always
have an address so the fallback is dead code. This commit removes that
dead code.

Relates #80702 which will add the ability to distinguish nodes by
hostname regardless of whether they have an address or not, and #80767
which optimizes this area of code - this refactoring should make the
optimization simpler.

Breaking change for single data node setting (#73737)
In #55805, we added a setting to allow single data node clusters to
respect the high watermark. In #73733 we added the related deprecations.
This commit ensures the only valid value for the setting is true and
adds deprecations if the setting is set. The setting will be removed
in a future release.

Add separate flood stage limit for frozen (#71855)
Dedicated frozen nodes can survive less headroom than other data nodes.
This commits introduces a separate flood stage threshold for frozen as
well as an accompanying max_headroom setting that caps the amount of
free space necessary on frozen.

Introduce separate shard limit for frozen shards (#71392)
Frozen indices (partial searchable snapshots) require less heap per
shard and the limit can therefore be raised for those. We pick 3000
frozen shards per frozen data node, since we think 2000 is reasonable
to use in production.
