[DOCS] Remove testenv annotations from doc snippet tests (#80023) (#80458)
Removes `testenv` annotations and related code. These annotations originally let you skip x-pack snippet tests in the docs. However, that's no longer possible.

== Getting Started with SQL
To start using {es-sql}, create
an index with some data to experiment with:

shipped in x-pack's bin directory:
