[Search] Create connectors plugin (#178663)
## Summary

Creates a new search-connectors-plugin that houses some shared stateful
code for connectors. Right now this houses just images and a list of
connector types. In the futures this will also house API calls.

[ObsAiAssistant] Move AI Assistant Management plugin to x-pack (#179235)
This PR moves the AI Assistant Management plugin into x-pack to
co-locate it with the other assistant plugins and to make it possible to
statically import from the other assistant plugins. This is not
currently possible because the Management plugin is in OSS and the other
plugins are in xpack.

New slo plugin (#177937)
Fixes https://github.com/elastic/kibana/issues/176420

## 🍒 Summary
This PR copies the SLO code that was inside the Observability app into
its own app under `observability-solution/slo` folder.

## ✔️  Acceptance criteria
- URL of new app: `app/slos`
- Design and functionality are not changed. 
- Git history has been retained for all files in
`x-pack/plugins/observability_solution/slo`.
- SLO should appear on server less
- SLO code inside `observability_solution/observability` code has been
removed. A new clean up round might be needed though for possible
leftovers.
- Burn rate rule is registered within the new slo app
- SLO embeddables are moved inside the new slo app
  - overview
  - alerts embeddable
  - error budget burn down
- Alerts table configuration registration for slo details page and
alerts table embeddable is still done in the observability app. Response
Ops team is working on removing the need to register the alert table
anyway
- Slo app is wrapped into `ApplicationUsageTrackingProvider` which will
send slo `Application usage` information tracked by the `slo` appId
- Redirect old `app/observability/slos` route to `app/slos`
- Rename old `xpack.observability.slo` keys to `xpack.slo` in the
translation files

Design and functionality didn't change, so simply navigate to existing
slo pages and try to break it
- Slo list page
  - group by
  - unified search
  - toggle buttons

- Slo creation

[Obs AI Assistant] Split up plugin in core/app (#178018)
Splits up the Observability AI Assistant plugin so it can be used
outside of the context of the Observability apps. Additionally, the
following changes were made:

- Add the AI Assistant button to the top nav, instead of the header
menu. This prevents unmounts and remounts (and makes it much easier to
use everywhere).
- Contextual messages now use a function request/response to inject the
data of the insight. This allows us to remove `startedFrom`.
- ML is now an runtime dependency only (via `core.plugins.onStart`).
With a static dependency, we'll run into circular dependency issues.

Deprecates SavedObjectType migrations and schemas in favor of modelVersions (#176970)
fix https://github.com/elastic/kibana/issues/176776

Saved objects `modelVersions` support BWC and ZDT and replace
`SavedObjectsType.schemas` and `SavedObjectsType.migrations` properties.

This PR marks these two properties as deprecated.

The public facing docs have also been updated to the "new" way of
implementing saved object changes.

[Advanced Settings] Integrate new Settings application into stateful Kibana (#175255)

## Summary

This PR:
- Integrates the new Settings application
(`packages/kbn-management/settings/application`) into stateful Kibana
and removes the old `management_app` from the
`src/plugins/advanced_settings` plugin.
- Adds support for section registry in the new Settings application, so
that other plugins can add their own sections to the Advanced settings
app.
- Adds functionality for disabling saving of settings based on the
provided capabilities of the current user.

### How to test

**Testing Advanced settings in stateful Kibana:**
1. Start Es with `yarn es snapshot` and Kibana with `yarn start`
2. Go to Stack Management -> Advanced Settings
3. Verify that the app functions correctly. Both tabs (for space and
global settings) should be displayed, setting fields should be editable
and saveable, etc.

**Testing the section registry**
Currently, `telemetry_management_section` is the only plugin that
registers a section - the "Usage collection" section under the "Global
settings" tab. This should work correctly in stateful Kibana.
1. Start Es with `yarn es snapshot --license=trial` and Kibana with
`yarn start`
2. Go to Stack Management -> Advanced Settings and select the "Global
settings" tab
3. Scroll down and verify that the "Usage collection" section is
displayed and works as expected.

**Testing with different capabilities:**
1. Start Es with `yarn es snapshot` and Kibana with `yarn start`
2. Go to Stack Management -> Roles
3. Create a role that has "Read" access to Advanced settings and one
that doesn't have any access.
4. Create users with each of these two roles.
5. Log in with these users and verify that the user with "Read" access
can see the app but cannot edit it, and the user with no privileges
cannot access the app.

**Testing Advanced settings in serverless Kibana:**
The Advanced settings app in serverless shouldn't be affected by these
changes.
1. Start Es with `yarn es serverless` and Kibana with `yarn
serverless-{es/oblt/security}`
2. Go to Management -> Advanced Settings
3. Verify that the app functions correctly. There shouldn't be any tabs
as there are no spaces.

AI Assistant Management Plugin + Knowledge Base Management (#171933)
## Summary

This PR adds a bunch of plugins to help manage AI Assistant Management
settings.

It offers a 'selection' plugin inside Stack Management where a user can
select which AI Assistant she wants to manage.
The Security team can hook into this one, so settings for both AI
Assistants can be accessed from inside one place inside Stack
Management.

This PR also adds the plugin to manage settings for the AI Assistant for
Observability, including Knowledge Base management. This plugin is
available both in Stack Management (stateful) and Project Settings
(serverless).

## What it looks like

## Detailed
1. **Adds a Stack Management plugin**
(`/src/plugins/ai_assistant_management/selection`). Its primary function
is to render a selection screen to help users navigate to the settings
plugin for the AI Assistant for a specific solution. This plugin is
displayed in Stack Management, which is only available in stateful
versions of Kibana.

2. **Adds a AI Assistant for Observability Settings plugin**
(`/src/plugins/ai_assistant_management/observability`). This plugin
allows management of specific Observability AI Assistant settings. It is
available in stateful versions of Kibana (via the aforementioned Stack
Management plugin) or in serverless versions via Project Management.

3. **Knowledge Base management for Observability AI Assistant**: The AI
Assistant for Observability Settings plugin has a Knowledge Base tab,
which allows users to add / read / update / delete and bulk import
entries into the Knowledge Base of the Observability AI Assistant.

4. **Moving of KB endpoints in Observability AI Assistant plugin**: KB
endpoints and functions were located in the same folder. As this PR adds
new endpoints for the KB for CRUD operations, it also moves the existing
ones from the function folder into a dedicated one so there's a clearer
distinction between kb and functions.

5. **Adding of GenAI Connector inside Chat Flyout**: If the user has
admin rights, it is possible to set up a GenAI connector from within the
Observability AI Assistant Chat Flyout. This provides a faster and more
seamless onboarding experience. If the user does not, she will be
redirected to the Settings page.

* Fixes chat item styling issues (padding, background color).

* Check if the Stack Management plugin works on stateful

Removes duplicated RedirectAppLinks component (#170304)
## Summary

This PR removes the [duplicated RedirectAppLinks
component](https://github.com/elastic/kibana/blob/v8.10.4/src/plugins/kibana_react/public/app_links/redirect_app_link.tsx)
which has been marked as deprecated since
74a00fad20.

All references to the previous import declaration from
`@kbn/kibana-react-plugin/public` have been replaced with
`@kbn/shared-ux-link-redirect-app`, this change ensures that the current
app behaviour is preserved, and changes to match the expectation of the
new component have been applied where necessary.

Changes relating to the new `RedirectAppLinks` component; 
- The component does not accept a `className` anymore as it is not a
presentational component despite it being used as one previously,
there's change to make accommodation for how it had been used.
- The component introduces a`data-test-subj` attribute with the value
`kbnRedirectAppLink` on the dom node that wraps it's children.

[Dataset quality] Creating initial plugin (#171009)
Related to https://github.com/elastic/kibana/issues/169759.

## Summary

This PR creates the initial plugin for Dataset Quality.
The plugin has the basic boilerplate that allows us to continue working
on the UI and Server sides in parallel.

Further configs are to be added along with upcoming commits like:
1. Storybook 
2. FTR configs

[Index Management] Add content to index details page via extensions service (#170054)
## Summary

Fixes https://github.com/elastic/kibana/issues/168704

This PR adds a function to the extensions service that allows to render
custom content on overview tab of the index details page. When custom
content is set, it will be rendered instead of the code block describing
adding documents to the index. This PR also moves the ILM content from
the overview tab to a separate tab. We will work on the design of this
tab in a follow up PR.

### How to test
To test the custom content apply changes in this
[commit](16769d6c39).

This PR enables cloud chat (Drift) globally. This is done by adding a
custom chat button in the Kibana header which manually toggles Drift
widget. We attempt to manually position the widget to the top of the
screen so it pops up close to the chat button that triggered it.

Previously Drift chat was available only on specific pages like
Solutions onboarding pages, integrations, setup guides as a regular chat
widget with the floating chat bubble in the bottom right corner. We
couldn't enable it on all pages, because on a lot of them the floating
chat bottom would have overlapped the application UI.

We also were asked to add [an a/b
test](https://docs.google.com/document/d/1yzfZF8mtlRNH4X6HjosD6Exh24zAhN__LR_zh3DOzKw/edit?usp=sharing):
 - A: The chat button appears in the header for all pages (new)
- B: The chat button appears as floating action button in the
bottom-right corner on pages where Drift was previously available
(solutions onboarding pages, integrations, setup guides)

### Implementation notes

- **We still enable Drift only for trial users + gap window**
- We exposed additional APIs from drift iframe to manually control its
visibility and react to more events
https://github.com/elastic/cloud/pull/118761. This changes are required
for the code in this PR to work. ~The updated frame code wasn't deployed
yet.~ the changes were deployed
- We use [`playbookFired` event
](https://devdocs.drift.com/docs/drift-events#playbook-fired) to know if
Drift chat should be visible for the current user. We show the button in
the header only when it fires.
- To react to the event and to display the button, we have to kick of
Drift iframe initialization first
- This means Drift codes loads before we show the button and before user
interacts with it (Only when Drift is enabled, meaning, only for trial
users + gap window)
- Subsequent launches or opens of the same playbook will not re-trigger
the `playbookFired` event, I used local storage flag to workaround this
and show the live chat button, but it also has it's own edge case. As an
alternative we can always show the chat button and don't rely on the
playbook event, more details here:

For now was decided to rely on the `playbookFired` event.
- A/B: **to support for both new and old implementation, I had to
refactor the old one from drop-in chat to global chat that is controlled
by list of hardcoded URLs.** This is not ideal, but this allows two
implementations to co-exist with much tech-debt and we plan to get rid
of this after the a/b test.
- When we navigate between pages with different implementations, Drift
re-initializes itself (just like in old implementation), this
performance debt should go away when we get rid of the a/b test.
- When end-to-end testing the a/b experiment, I found a bug in the a/b
test setup in Kibana https://github.com/elastic/kibana/issues/167240
this needs to be addressed separately for a/b test to work properly.
- When the user receives a message from Drift - the custom "Live Chat"
button doesn't indicate that there is a new message. This needs a follow
up, @Dosant to create an issue
