Minimize shared-common everywhere (#188606)
## Summary

At the moment, our package generator creates all packages with the type
`shared-common`. This means that we cannot enforce boundaries between
server-side-only code and the browser, and vice-versa.

- [x] I started fixing `packages/core/*`
- [x] It took me to fixing `src/core/` type to be identified by the
`plugin` pattern (`public` and `server` directories) vs. a package
(either common, or single-scoped)
- [x] Unsurprisingly, this extended to packages importing core packages
hitting the boundaries eslint rules. And other packages importing the
latter.
- [x] Also a bunch of `common` logic that shouldn't be so _common_ 🙃

[Kibana logging system] Add conditional evaluation based on level for logging APIs (#187225)
## Summary

*(Yeah, the title is pretty bad I apologize, I couldn't find something
sexy. OTOH, "sexy" and "logging" are usually antonyms, like "sport car"
and "fiat panda", or "server language" and "javascript")*

### 1. Provide a more developer-friendly alternative to
`Logger.isLevelEnabled`.


**With `isLevelEnabled`**
```ts
if(logger.isLevelEnabled('info')) {
  const message = someExpensiveMessageProbablyBasedOnJsonStringifyOrSomething(); 
  logger.info(message);
}
```

**With this PR:**
```ts
logger.info(() => someExpensiveMessageProbablyBasedOnJsonStringifyOrSomething());
``` 

### 2. Adapt calls to `log.debug` (arguably) costly to use this syntax

Aka any call relying on `JSON.stringify` or function calls.

I used the new syntax for those, except when the tests were too
complicated to fix or when the code did not allow it (e.g. untyped let
variables infered from return from assignations don't play well with
closures)

rolling file appender: implement retention policy (#182346)
## Summary

Fix https://github.com/elastic/kibana/issues/165191

Support more complex retention policies via the introduction of the
`retention` configuration section of the `rolling-file` appender.

3 different retention policies are supported:
- File count based (`maxFiles`)
- Total file size based (`maxAccumulatedFileSize`)
- Last modification date based (`removeOlderThan`)

Backward-compatibility is assured by using the `strategy.max` (the only
way to define the only retention before this PR) as a default for
`retention.maxFiles`

## Examples

#### maxFiles

  appenders:
    rolling-file:
      type: rolling-file
      fileName: /var/logs/kibana.log
      layout:
        type: pattern

replace kbn/ecs with official npm package holding ecs schema (#176128)
## Summary

This PR replaces kbn/ecs package with the official ecs typescript defs
available on npm https://www.npmjs.com/package/@elastic/ecs

The idea here is to be able to update and maintain ecs type defs
independently, and in a transparent way.

ECS version used in kibana currently is 8.10.0, and after this PR is
merged I will generate current version typings & file another PR to
update the kibana dependency,

The `alpha` suffix will be removed once this new flow of ecs management
stabilizes.

[browser logging] allow to configure root level (#176397)
## Summary

Part of https://github.com/elastic/kibana/issues/144276

- Introduce the concept of browser-side logging configuration, via a
`logging.browser` config prefix
- Allow to configure the log level for the root browser logger via
`logging.browser.root.level`
- Set the default level to `info` for both dev and production mode
(consistent with server-side logging)

Harden console functions (#171367)
## Summary

This PR overrides console functions only in production, in order to
sanitize input parameters for any potential calls made to the global
console from Kibana's dependencies.

This initial implementation overrides the `debug`, `error`, `info`,
`log`, `trace`, and `warn` functions, and only sanitizes string inputs.
Future updates may expand this to handle other types, or strings nested
in objects.

The unmodified console methods are now exposed internally in Kibana as
`unsafeConsole`. Where needed for formatting (log appenders, core
logger), calls to the global console have been replaced by
`unsafeConsole`. This PR also adds a new es linting rule to disallow
calls to `unsafeConsole` unless `eslint-disable-next-line
@kbn/eslint/no_unsafe_console` is used.

### Testing
Not sure how we could test this. The overrides are only enabled when
running in a true production environment (e.g. docker) by checking
`process.env.NODE_ENV`.

I was able to manually test by adding additional console output denoting
when the console functions were being overriden or not.

RollingFileAppender: fix file moving mechanism (#164688)
## Summary

On some file systems or volume mounts, `rename` is not supported and
throws a `EXDEV` error, which breaks our file rolling.

This PR addresses it by defaulting to `copy` + `unlink` if the `rename`
calls fails with an `EXDEV` error.

Implement package linter (#148496)
This PR implements a linter like the TS Project linter, except for
packages in the repo. It does this by extracting the reusable bits from
the TS Project linter and reusing them for the project linter. The only
rule that exists for packages right now is that the "name" in the
package.json file matches the "id" in Kibana.jsonc. The goal is to use a
rule to migrate kibana.json files on the future.

Additionally, a new rule for validating the indentation of tsconfig.json
files was added.

Validating and fixing violations is what has triggered review by so many
teams, but we plan to treat those review requests as notifications of
the changes and not as blockers for merging.

Transpile packages on demand, validate all TS projects (#146212)

I've been working on this branch with @mistic and @tylersmalley and
we're really confident in these changes. Additionally, this changes code
in nearly every package in the repo so we don't plan to wait for reviews
to get in before merging this. If you'd like to have a concern
addressed, please feel free to leave a review, but assuming that nobody
raises a blocker in the next 24 hours we plan to merge this EOD pacific
tomorrow, 12/22.

We'll be paying close attention to any issues this causes after merging
and work on getting those fixed ASAP. 🚀

The operations team is not confident that we'll have the time to achieve
what we originally set out to accomplish by moving to Bazel with the
time and resources we have available. We have also bought ourselves some
headroom with improvements to babel-register, optimizer caching, and
typescript project structure.

In order to make sure we deliver packages as quickly as possible (many
teams really want them), with a usable and familiar developer
experience, this PR removes Bazel for building packages in favor of
using the same JIT transpilation we use for plugins.

Additionally, packages now use `kbn_references` (again, just copying the
dx from plugins to packages).

Because of the complex relationships between packages/plugins and in
order to prepare ourselves for automatic dependency detection tools we
plan to use in the future, this PR also introduces a "TS Project Linter"
which will validate that every tsconfig.json file meets a few
requirements:

1. the chain of base config files extended by each config includes
`tsconfig.base.json` and not `tsconfig.json`
1. the `include` config is used, and not `files`
2. the `exclude` config includes `target/**/*`
3. the `outDir` compiler option is specified as `target/types`
1. none of these compiler options are specified: `declaration`,
`declarationMap`, `emitDeclarationOnly`, `skipLibCheck`, `target`,
`paths`

4. all references to other packages/plugins use their pkg id, ie:
	
	```js
    // valid
    {
      "kbn_references": ["@kbn/core"]
    }
    // not valid
    {
      "kbn_references": [{ "path": "../../../src/core/tsconfig.json" }]
    }
    ```

5. only packages/plugins which are imported somewhere in the ts code are
listed in `kbn_references`

This linter is not only validating all of the tsconfig.json files, but
it also will fix these config files to deal with just about any
violation that can be produced. Just run `node scripts/ts_project_linter
--fix` locally to apply these fixes, or let CI take care of
automatically fixing things and pushing the changes to your PR.

When I merged main into my PR it included a change which removed the
`@kbn/core-injected-metadata-browser` package. After resolving the
conflicts I missed a few tsconfig files which included references to the
now removed package. The TS Project Linter identified that these
references were removed from the code and pushed a change to the PR to
remove them from the tsconfig.json files.

## No bazel? Does that mean no packages??
Nope! We're still doing packages but we're pretty sure now that we won't
be using Bazel to accomplish the 'distributed caching' and 'change-based
tasks' portions of the packages project.

This PR actually makes packages much easier to work with and will be
followed up with the bundling benefits described by the original
packages RFC. Then we'll work on documentation and advocacy for using
packages for any and all new code.

We're pretty confident that implementing distributed caching and
change-based tasks will be necessary in the future, but because of
recent improvements in the repo we think we can live without them for
**at least** a year.

## Wait, there are still BUILD.bazel files in the repo
Yes, there are still three webpack bundles which are built by Bazel: the
`@kbn/ui-shared-deps-npm` DLL, `@kbn/ui-shared-deps-src` externals, and
the `@kbn/monaco` workers. These three webpack bundles are still created
during bootstrap and remotely cached using bazel. The next phase of this
project is to figure out how to get the package bundling features
described in the RFC with the current optimizer, and we expect these
bundles to go away then. Until then any package that is used in those
three bundles still needs to have a BUILD.bazel file so that they can be
referenced by the remaining webpack builds.

Remove dependencies for empty @types/* packages (#144324)
The removed packages were empty becuase the packages for which they provide
types now ship with their own types. So they are no longer needed.

The following command was run to find them:

    find node_modules/@types \
      -mindepth 1 \
      -maxdepth 1 \
      -type d '!' \
      -exec test -e "{}/index.d.ts" ';' \
      -print

In this case that produced the following output:

    node_modules/@types/moment-timezone
    node_modules/@types/strip-ansi
    node_modules/@types/joi
    node_modules/@types/rrule
    node_modules/@types/vfile-message
    node_modules/@types/reduce-reducers
    node_modules/@types/react-resize-detector
    node_modules/@types/pretty-ms

Except for `vfile-message` all of these were direct dependencies and could be
removed.
