[Charts] Use chartTheme hook everywhere (#217370)
## Summary

This PR fixes the existing usage of the chart themes by using the
provided `useElasticChartsTheme` hook that is color mode aware and theme
adaptive (borealis/amsterdam)

Some charts where using just the Light theme version or the legacy (aka
amsterdam theme), and I've applied the hook to pick up the correct
theme.

TO REVIEWERS: Please pull down the PR and check if the actual changed
charts looks correct with the new theme configuration.

[Authz] Mandatory Security Config (#215180)
## Summary

This PR makes `security` a required field for route registration. To
incorporate the new required filed, changes has been made:

1. **Test file updates**. A lot of the updates made in this PR were made
in tests.
2. **Versioned route security configuration**. For the versioned route
`security` config has been lifted up to the top-level definition:

    Before
    ```ts
    router.versioned
      .get({
        path: '/api/path',
        options: { ... },
        ...
      }, handler)
      .addVersion({
         version: 1,
         validate: false,
         security: {
          authz: {
            requiredPrivileges: ['privilege'],
          },
         },
      });
    ```
    
    After
    ```ts
    router.versioned
      .get({
        path: '/api/path',
        options: { ... },
         security: {
          authz: {
            requiredPrivileges: ['privilege'],
          },
         },
        ...
      }, handler)
      .addVersion({

    ```

3. **Type adjustments for route wrappers**. Type changes has been made
in:

Security was made an optional field for the wrappers defined in those
files, since the default security is provided in the wrapper itself and
then passed down to the core router.

## Details

This started because I noticed we were on `typescript@^5` but still on

[EuiProvider] Fix Response-Stream example (#184253)
## Summary

Fixes needed for getting CI to pass when EUI throws an error if
attempting to render a component without the EuiProvider in the render
tree:

## Detailed description
In https://github.com/elastic/kibana/pull/180819, I will deliver a
change that will cause EUI components to throw an error if the
EuiProvider context is missing. This PR comes in as part of the final
work to get all functional tests passing in an environment where EUI
will throw the error. The tied to the ["Fix 'dark mode' inconsistencies
in Kibana" Epic](https://github.com/elastic/kibana-team/issues/805) has
so far been in preparation for this.

[ML] Adds redux toolkit example for response_stream to developer examples. (#182690)
## Summary

Follow up to #132590.
Part of #181111.

This updates the developer examples for `@kbn/ml-response-stream` to
include a variant with a full Redux Toolkit setup. For this case, the
`@kbn/ml-response-stream` now includes a generic slice `streamSlice`
that can be used. This allows the actions created to be streamed via
NDJSON to be shared across server and client.

Functional tests for the examples were added too. To run these tests you
can use the following commands:

node scripts/functional_tests_server.js --config test/examples/config.js
# Start a test run
node scripts/functional_test_runner.js --config test/examples/config.js
```

Add explicit children types (#181257)
## Summary

Prep work for React@18 bump

tl;dr In React@18 `React.FC` doesn't contain `children` anymore, so in
order to make the bump easier I have decided to split the effort in
multiple faces and hopefully this will make it easier for everyone

This PR focuses only on adding explicit `children` declaration either by
using `React.PropsWithChildren` type or by adding `children:
React.ReactNode` to the existing props types

[ML] AIOps: Improve flushFix for Log Rate Analysis (#165069)
Improves the `flushFix` behaviour for Log Rate Analysis. Previously the
setting would add a 4KB size additional dummy payload to each object
returned as ndjson. For the dataset used for testing this, this would
result in an overall response payload of ˜900Kbytes. For comparison,
without `flushFix` the response size would be ˜40Kbytes in this case.
This PR changes the behaviour to only send a dummy payload every 500ms
if the real data sent in the last 500ms wasn't bigger than 4Kbytes.
Depending on the speed of the response, this can bring down the overall
response payload to ˜300Kbytes (Cloud uncached), ˜150Kbytes (Cloud
cached) or even ˜70Kbytes (local cluster) for the same dataset.

### Summary

Fix https://github.com/elastic/kibana/issues/166688

Implements dynamic contract resolving for plugins, allowing to retrieve
contracts after their respective lifecycle is completed, and therefore
working around cyclic dependencies.

This functionality is exposed by the now publicly exposed `plugins`
service contracts:

**remark:** the `setup` contract exposed both `onSetup` and `onStart`,
while the `start` contract only exposed `onStart`. The intent is to
avoid fully disrupting the concept of lifecycle stages.

### Guardrails

To prevent developer from abusing this new API, or at least to add some
visibility on its adoption, plugins can only perforn dynamic contract
resolving against dependencies explicitly defined in their manifest:
- any required dependencies (*existing concept*)
- any optional dependencies (*existing concept*)
- any runtime dependencies (**new concept**)

Runtime dependencies must be specified using the new
`runtimePluginDependencies` field of a plugin's manifest.

Using the contract resolving API will throw at call time when trying to
resolve the contract for an undeclared dependency.

E.g this would throw at invocation time (not returning a rejected
promise - throw).

The reasoning behind throwing is that these errors should only occur
during the development process, and an hard fail is way more visible
than a promise rejection that should be more easily shallowed.

### Code reviews

This PR defines @elastic/kibana-core as codeowner of all `kibana.jsonc`
files in the `src/plugins` and `x-pack/plugins` directories, so that a
code review will be triggered whenever anyone changes something in any
manifest. The intent is to be able to monitor new usages of the feature,
via the addition of entries in the `runtimePluginDependencies` option of
the manifest.

### Remarks

Exposing this API, and therefore making possible cyclic dependencies
between plugins, opens the door to other questions.

For instance, cross-plugin type imports are not technically possible at
the moment, given that plugins are referencing each others via TS refs,
and refs forbid cyclic dependencies. Which means that to leverage this
to address cyclic dependency issues, the public types of **at least one
of the two** plugins will have to be extracted to a shared place (likely
a package).

Resolving, or trying to improve the developer experience around this
issue, is absolutely out of scope of the current PR (and the issue it
addresses).

[ML] AIOps: Use Kibana's http service instead of fetch, fix throttling. (#162335)
- Originally Kibana's `http` service did not support receiving streams,
that's why we used plain `fetch` for this. This has been fixed in
#158678, so this PR updates the streaming helpers to use Kibana's `http`
service from now on.
- The PR also breaks out the response stream code into its own package
and restructures it to separate client and server side code. This brings
down the `aiops` bundle size by `~300KB`! 🥳
- The approach to client side throttling/buffering was also revamped:
There was an issue doing the throttling inside the generator function,
it always waited for the timeout. The buffering is now removed from
`fetchStream`, instead `useThrottle` from `react-use` is used on the
reduced `data` in `useFetchStream`. Loading log rate analysis results
got a lot snappier with this update!

[shared-ux-router] Add Router and Routes components (#159834)

Why?

To simplify the process of migration to react-router@6.

What problems exactly it solves?

- In my previous PR I added `CompatRouter`
https://github.com/elastic/kibana/pull/159173, which caused changes in
~50 files and pinged 15 Teams. And this is just meant to be a temporary
change, so when we're done with the migration I would have to revert
these changes and engage everyone to review the PR again. And it is just
a single step in the migration strategy. So to make our lives easier I
think it would be better to have a common place where we do import our
router components because it will allow us to surface some extra logic
in single place instead of going through the whole source code again.

- `react-router@6` doesn't support a custom `Route` component, so that
means our custom `Route` component that we're using almost everywhere
today, will need to be replaced by a different solution. I have decided
to add `Routes` component, which will be responsible for rendering the
proper component (`react-router@6` renamed `Switch` to `Routes`, so I
have named this component to align with the dictionary of the new
router) and also is going to add the logic that today is done in `Route`
(moving logic to `Routes` will be done in the follow-up PR, here I just
wanted to focus on using the common router components to make the review
process easier)

[Shared UX] Adoption of Shared UX Route component (#150357)
## Summary

This PR removes all imports of Route from react-router-dom and
'@kbn/kibana-react-plugin/public' and instead imports Route from
@kbn/shared-ux-router.

### Context
Based on
https://github.com/elastic/kibana/issues/132629#issue-1243243678 This PR
executes steps 2 - 4:

> 2. To make the transition easier, we want to re-export other
react-router-dom exports alongside the modified' Route'.
> 3. Solutions should start using that Route component in place of the
one from react-router-dom. I.e. replace all occurrences of import { ...
} from 'react-router-dom' with import { ... } from
'@kbn/shared-ux-router'.
> 4. All manual calls to useExecutionContext are not needed anymore and
should be removed.

[packages] migrate all plugins to packages (#148130)
Fixes https://github.com/elastic/kibana/issues/149344

This PR migrates all plugins to packages automatically. It does this
using `node scripts/lint_packages` to automatically migrate
`kibana.json` files to `kibana.jsonc` files. By doing this automatically
we can simplify many build and testing procedures to only support
packages, and not both "packages" and "synthetic packages" (basically
pointers to plugins).

The majority of changes are in operations related code, so we'll be
having operations review this before marking it ready for review. The
vast majority of the code owners are simply pinged because we deleted
all `kibana.json` files and replaced them with `kibana.jsonc` files, so
we plan on leaving the PR ready-for-review for about 24 hours before
merging (after feature freeze), assuming we don't have any blockers
(especially from @elastic/kibana-core since there are a few core
specific changes, though the majority were handled in #149370).

Transpile packages on demand, validate all TS projects (#146212)

I've been working on this branch with @mistic and @tylersmalley and
we're really confident in these changes. Additionally, this changes code
in nearly every package in the repo so we don't plan to wait for reviews
to get in before merging this. If you'd like to have a concern

raises a blocker in the next 24 hours we plan to merge this EOD pacific
tomorrow, 12/22.

We'll be paying close attention to any issues this causes after merging
and work on getting those fixed ASAP. 🚀

The operations team is not confident that we'll have the time to achieve
what we originally set out to accomplish by moving to Bazel with the
time and resources we have available. We have also bought ourselves some
headroom with improvements to babel-register, optimizer caching, and
typescript project structure.

In order to make sure we deliver packages as quickly as possible (many
teams really want them), with a usable and familiar developer
experience, this PR removes Bazel for building packages in favor of
using the same JIT transpilation we use for plugins.

Additionally, packages now use `kbn_references` (again, just copying the
dx from plugins to packages).

Because of the complex relationships between packages/plugins and in
order to prepare ourselves for automatic dependency detection tools we
plan to use in the future, this PR also introduces a "TS Project Linter"
which will validate that every tsconfig.json file meets a few
requirements:

1. the chain of base config files extended by each config includes
`tsconfig.base.json` and not `tsconfig.json`
1. the `include` config is used, and not `files`
2. the `exclude` config includes `target/**/*`
3. the `outDir` compiler option is specified as `target/types`
1. none of these compiler options are specified: `declaration`,
`declarationMap`, `emitDeclarationOnly`, `skipLibCheck`, `target`,
`paths`

4. all references to other packages/plugins use their pkg id, ie:

5. only packages/plugins which are imported somewhere in the ts code are

This linter is not only validating all of the tsconfig.json files, but
it also will fix these config files to deal with just about any
violation that can be produced. Just run `node scripts/ts_project_linter
--fix` locally to apply these fixes, or let CI take care of
automatically fixing things and pushing the changes to your PR.

When I merged main into my PR it included a change which removed the
`@kbn/core-injected-metadata-browser` package. After resolving the
conflicts I missed a few tsconfig files which included references to the
now removed package. The TS Project Linter identified that these
references were removed from the code and pushed a change to the PR to
remove them from the tsconfig.json files.

## No bazel? Does that mean no packages??
Nope! We're still doing packages but we're pretty sure now that we won't
be using Bazel to accomplish the 'distributed caching' and 'change-based
tasks' portions of the packages project.

This PR actually makes packages much easier to work with and will be
followed up with the bundling benefits described by the original
packages RFC. Then we'll work on documentation and advocacy for using
packages for any and all new code.

We're pretty confident that implementing distributed caching and
change-based tasks will be necessary in the future, but because of
recent improvements in the repo we think we can live without them for
**at least** a year.

## Wait, there are still BUILD.bazel files in the repo
Yes, there are still three webpack bundles which are built by Bazel: the
`@kbn/ui-shared-deps-npm` DLL, `@kbn/ui-shared-deps-src` externals, and
the `@kbn/monaco` workers. These three webpack bundles are still created
during bootstrap and remotely cached using bazel. The next phase of this
project is to figure out how to get the package bundling features
described in the RFC with the current optimizer, and we expect these
bundles to go away then. Until then any package that is used in those
three bundles still needs to have a BUILD.bazel file so that they can be
referenced by the remaining webpack builds.

[ML] Explain Log Rate Spikes: Fix error handling. (#137947)
- Errors on the application level were not correctly surfaced in the UI. This PR fixes it by combining "transport" stream errors and application errors in a callout above the analysis results table.
- This also fixes the problem where a partly populated results table would turn empty again when used with the error prop of EUI's table. We now keep the table on display an show the errors above it in the callout.

[ML] Explain log rate spikes: Adds API license check. (#135431)
- Adds a check to aiops API endpoints to only allow requests with active platinum license.
- Adds integration tests for basic license where the endpoints should return permission denied.
- Improved error handling:
 - Low level errors (like a non valid argument pushed to a stream) will now be logged to Kibana server's console, because the way HTTP streams work we cannot really emit a useful error to an already running stream to the client. So the stream will just abort but Kibana server will log an error.
 - Higher level errors on the application level (like when we find out an index does not exist to run the analysis) will be pushed to the stream now as an error type action and we can update the UI accordingly. Note this PR only updates the API and corresponding tests to support this, the UI doesn't make use of it yet.

[ML] Explain log rate spikes: Move API stream demos to Kibana examples. (#132590)
This creates a response_stream plugin in the Kibana /examples section. The plugin demonstrates API endpoints that can stream data chunks with a single request with gzip/compression support. gzip-streams get decompressed natively by browsers. The plugin demonstrates two use cases to get started: Streaming a raw string as well as a more complex example that streams Redux-like actions to the client which update React state via useReducer().
