## Summary
Updated `js-yaml` to `4.1.0`.
This PR also introduces a type override for the `js-yaml` load function
to maintain compatibility across the codebase. Specifically, updated
type definition of the load function looks as follows:
```typescript
function load<T = any>(str: string, opts?: jsyaml.LoadOptions): T;
```
The original type definition of the load function in `js-yaml` changed
from `any` to `unknown`. This change would require extensive type
updates throughout the entire repository to accommodate the `unknown`
type. To avoid widespread type changes and potential issues in the
codebase, the type is overriden back to `any` for now.
This is a temporary measure, we plan to address the necessary type
changes in subsequent PRs, where teams will gradually update the
codebase to work with the `unknown` type.

This PR is the final step needed for us to re-enable pointer compression
on serverless.
It introduces a cli later used in a CI check that will prevent the
addition of new native modules on production as discussed and agreed
with Luke and Brandon previously.
It also removes the usages of `cbor-x` and replaces those with a
wrapping package `@kbn/cbor` which relies on the implementation coming
from `borc` with no native modules involved.

## Summary
This PR removes the legacy kibana react code-editor, alongside replacing
all import declarations of this legacy component to the one offered by
shared-ux, i.e import declaration source of `'@kbn/kibana-react/public'`
is switched to `@kbn/code-editor`.
Also in this PR an helper for writing jest tests has been included
through the package `@kbn/code-editor-mock`, this would facilitate
mocking the editor, especially given that the code editor leverages
couple of APIs that are aren't included by default in jsdom, among them,
`matchMedia`, `ResizeObserver`. The provided mock is sufficient for most
use cases and can be setup in any package within kibana as a
[`node_module`
mock](https://jestjs.io/docs/manual-mocks#mocking-node-modules) without
having to repeatedly manually mock the editor within individual test
files. An example for how this might be done can be found here

`@cypress/grep` is just reading the file as text, so it's not capable of
evaluating the variables, because of that, today we are running all the
spec files, and that means that we are setting up a new stack just to
stop it a few seconds later after grep skips the spec file

## Summary

In short, on PR that is changing/adding new Cypress spec files we will
try to "burn" them, it means we will try to run each `it` `2` times to
make sure tests are written in a way that gives Cypress a chance to
recover from the failed test.
Also adding a command that allows to "burn" tests locally

yarn cypress:burn --spec "<>"
```
Right now the job is set to `soft_fail`, so it is not going to block the
PR from merging, but hopefully will help the Team to recognize potential
flakiness before it is merged to `main`
@maximpn brought up the issues caused by the types required by the
rison-node package, which attempted to communicate that "encoded values
must be primitive values, or recursive arrays/object of primitive
values". This isn't actually expressible in TypeScript, which lead to
many instances of `rison.encode(value as unknown as RisonValue)` which
is useless. Additionally, the rison-node library actually supports any
value and will either produce valid rison or `undefined` for that value.
To address this I'm adding a wrapper function which accepts `any` and
returns a `string`. If rison-node is totally unable to produce any rison
for the value (because the value is `undefined` or some other type like
Symbol or BigInt) the `encode()` function will throw. If you're
accepting arbitrary input you can use the `encodeUnknown()` function,
which will return a string or undefined, if the value you provided has
zero rison representation.
Like JSON.stringify() any non-circular primitive, object, or array can
be encoded with either function. If the values within those objects are
not encodable (functions, RegExps, etc) then they will be skipped. Any
object/array with the `toJSON()` method will be converted to JSON first,
and if the prototype of the object has the `encode_rison()` method it
will be used to convert he value into rison.
The changes in this PR are mostly updating usage of rison-node to use
`@kbn/rison` (which is also enforced by eslint). There are also several
changes which remove unnecessary casting.

Today, apps rely on AppState and GlobalState in the ui/state_management module to deal with internal (app) and shared (global) state. These classes give apps an ability to read/write state, when is then synced to the URL as well as sessionStorage. They also react to changes in the URL and automatically update state & emit events when changes occur.
This PR introduces new state synching utilities, which together with state containers src/plugins/kibana_utils/public/state_containers will be a replacement for AppState and GlobalState in New Platform.
The hashUrl and unhashUrl functions no longer rely on states being provided as an argument, therefore getUnhashableStates/getUnhashableStatesProvider have been removed.
