Upgrade EUI to v67.1.9 (#145490) 
## Summary
`eui@67.1.8` ⏩ `eui@67.1.9`

This backport fixes bugs affecting Maps that were found in the latest
EUI upgrade
(https://github.com/elastic/kibana/pull/144845#issuecomment-1317653081).
It is meant to go directly into 8.6

- `EuiButton` now accepts `minWidth={false}`

- Fixed the shadow sizes of `.eui-yScrollWithShadows` and
