add kibana.jsonc files to existing packages (#138965)

* auto-migrate to kibana.jsonc

* support interactive pkg id selection too

* remove old codeowners entry

* skip codeowners generation when .github/CODEOWNERS doesn't exist

* fall back to format validation if user is offline

@kbn/dev-cli-errors

This package contains the errors used to signal specific types of failures to @kbn/dev-cli-runner. The dependencies of @kbn/dev-cli-runner also produce these errors so this package needed to be extracted to prevent a circular dependency.
