Jiawei Wu ba96a720f1 [RAM] Make Global Event Log Shareable (#163668) ... ## Summary Resolves: https://github.com/elastic/kibana/issues/161788 Makes the global event log shareable. Plus some refactors like converting the `rule_event_log_list_table` fetch to use React Query.
