[Serverless] Add internal uiSettings routes and expose public routes in self-managed only (#160499)
Partially addresses https://github.com/elastic/kibana/issues/159590

## Summary

This PR adds an an internal uiSettings API that is a duplicate of the
public API and is intended for use by the browser-side uiSettings
client.

The PR also adds a config settings that is configured in serverless
context only and exposes the public uiSettings routes based on the value
of this setting (it defaults to false since we don't want to expose the
public routes in serverless).

**How to test:**

I. Verify that in serverless the internal routes are exposed but the
public ones aren't:
1. Start Es with `yarn es snapshot` and Kibana with `yarn
serverless-{mode}` where `{mode}` can be `es`, `oblt`, or `security`
(the public routes should be disabled for all projects).
2. Verify that the public endpoints are not accessible. For example,
`curl --user elastic:changeme
'http://localhost:5601/zhb/api/kibana/settings' -X 'GET'` should return
`{"statusCode":404,"error":"Not Found","message":"Not Found"}`.
3. Verify that the internal endpoints are accessible. For example, `curl
--user elastic:changeme
'http://localhost:5601/zhb/internal/kibana/settings' -X 'GET'` should
return
`{"settings":{"buildNum":{"userValue":9007199254740991},"isDefaultIndexMigrated":{"userValue":true},"defaultRoute":{"isOverridden":true,"userValue":"/app/elasticsearch"}}}`

II. Verify that the both public and internal routes are exposed in
self-managed:
1. Start Es with `yarn es snapshot` and Kibana with `yarn start`
2. Verify that the public endpoints are accessible. For example, `curl
--user elastic:changeme 'http://localhost:5601/zhb/api/kibana/settings'
-X 'GET'` should return
`{"settings":{"buildNum":{"userValue":9007199254740991},"isDefaultIndexMigrated":{"userValue":true}}}`
3. Verify that the internal endpoints are accessible. For example, `curl
--user elastic:changeme
'http://localhost:5601/zhb/internal/kibana/settings' -X 'GET'` should
return
`{"settings":{"buildNum":{"userValue":9007199254740991},"isDefaultIndexMigrated":{"userValue":true}}}`

III. Verify that the plugins/services that consume the internal
uiSettings endpoints work as expected in both self-managed and
serverless environment.

[SharedUX] Export timezone list from Core UI (#154742)
## Summary

Exports the list of valid Kibana timezones from the Core UI package, so
that it can be used in the snooze scheduler UI.

Previously we were using the same moment.tz list, but didn't have the
compatibility filter from Core UI. This will ensure the list of valid
timezones is synced up everywhere we need to show them.

[Saved Objects] Migrates authorization logic from repository to security extension (#148165)
Closes #147049
Closes #149897

Migrates authorization and audit logic from the Saved Objects Repository
to the Saved Objects Security Extension. This is achieved by
implementing action-specific authorization methods within the security
extension. The SO repository is no longer responsible for making any
authorization decisions, but It is still responsible to know how to call
the extension methods. I've tried to make this as straightforward as
possible such that there is a clear ownership delineation between the
repository and the extension, by keeping the interface simple and
(hopefully) obvious.

### Security Extension Interface
New Public Extension Methods:
- authorizeCreate
- authorizeBulkCreate
- authorizeUpdate
- authorizeBulkUpdate
- authorizeDelete
- authorizeBulkDelete
- authorizeGet
- authorizeBulkGet
- authorizeCheckConflicts
- authorizeRemoveReferences
- authorizeOpenPointInTime
- auditClosePointInTime
- authorizeAndRedactMultiNamespaceReferences
- authorizeAndRedactInternalBulkResolve
- authorizeUpdateSpaces
- authorizeFind
- getFindRedactTypeMap
- authorizeDisableLegacyUrlAliases (for secure spaces client)
- auditObjectsForSpaceDeletion (for secure spaces client)

Removed from public interface:
- authorize
- enforceAuthorization
- addAuditEvent

### Tests
- Most test coverage moved from `repository.security_extension.test.ts`
to `saved_objects_security_extension.test.ts`
- `repository.security_extension.test.ts` tests extension call,
parameters, and return
- Updates repository unit tests to check that all security extension
calls are made with the current space when the spaces extension is also
enabled

[SharedUX] Custom branding service (#148273)
## Summary

This PR adds a new `CustomBranding` service and exposes it from core,
both on the server and client side. The purpose of the service is to
retrieve custom branding properties and propagate them to the
appropriate core service (`chrome` on the client-side and `rendering` on
the server-side). The client side receives server-side properties
through `injectedMetadata`.
Note that the service itself is not responsible for reading the
properties from `uiSettings`; this task is offloaded to `customBranding`
plugin.

I deployed one of the previous commits
[here]([ttps://majagrubic-pr-148273-custom-branding-service-server.kbndev.co/aiy/app/home#/](https://majagrubic-pr-148273-custom-branding-service-server.kbndev.co/aiy/app/home#/)),
so you can see a custom logo set (client-side) and page title set
(server-side).

Transpile packages on demand, validate all TS projects (#146212)
## Dearest Reviewers 👋

I've been working on this branch with @mistic and @tylersmalley and
we're really confident in these changes. Additionally, this changes code
in nearly every package in the repo so we don't plan to wait for reviews
to get in before merging this. If you'd like to have a concern
addressed, please feel free to leave a review, but assuming that nobody
raises a blocker in the next 24 hours we plan to merge this EOD pacific
tomorrow, 12/22.

We'll be paying close attention to any issues this causes after merging
and work on getting those fixed ASAP. 🚀

---

The operations team is not confident that we'll have the time to achieve
what we originally set out to accomplish by moving to Bazel with the
time and resources we have available. We have also bought ourselves some
headroom with improvements to babel-register, optimizer caching, and
typescript project structure.

In order to make sure we deliver packages as quickly as possible (many
teams really want them), with a usable and familiar developer
experience, this PR removes Bazel for building packages in favor of
using the same JIT transpilation we use for plugins.

Additionally, packages now use `kbn_references` (again, just copying the
dx from plugins to packages).

Because of the complex relationships between packages/plugins and in
order to prepare ourselves for automatic dependency detection tools we
plan to use in the future, this PR also introduces a "TS Project Linter"
which will validate that every tsconfig.json file meets a few
requirements:

1. the chain of base config files extended by each config includes
`tsconfig.base.json` and not `tsconfig.json`
1. the `include` config is used, and not `files`
2. the `exclude` config includes `target/**/*`
3. the `outDir` compiler option is specified as `target/types`
1. none of these compiler options are specified: `declaration`,
`declarationMap`, `emitDeclarationOnly`, `skipLibCheck`, `target`,
`paths`

4. all references to other packages/plugins use their pkg id, ie:

	```js
    // valid
    {
      "kbn_references": ["@kbn/core"]
    }
    // not valid
    {
      "kbn_references": [{ "path": "../../../src/core/tsconfig.json" }]
    }
    ```

5. only packages/plugins which are imported somewhere in the ts code are
listed in `kbn_references`

This linter is not only validating all of the tsconfig.json files, but
it also will fix these config files to deal with just about any
violation that can be produced. Just run `node scripts/ts_project_linter
--fix` locally to apply these fixes, or let CI take care of
automatically fixing things and pushing the changes to your PR.

> **Example:** [`64e93e5`
(#146212)](64e93e5806)
When I merged main into my PR it included a change which removed the
`@kbn/core-injected-metadata-browser` package. After resolving the
conflicts I missed a few tsconfig files which included references to the
now removed package. The TS Project Linter identified that these
references were removed from the code and pushed a change to the PR to
remove them from the tsconfig.json files.

## No bazel? Does that mean no packages??
Nope! We're still doing packages but we're pretty sure now that we won't
be using Bazel to accomplish the 'distributed caching' and 'change-based
tasks' portions of the packages project.

This PR actually makes packages much easier to work with and will be
followed up with the bundling benefits described by the original
packages RFC. Then we'll work on documentation and advocacy for using
packages for any and all new code.

We're pretty confident that implementing distributed caching and
change-based tasks will be necessary in the future, but because of
recent improvements in the repo we think we can live without them for
**at least** a year.

## Wait, there are still BUILD.bazel files in the repo
Yes, there are still three webpack bundles which are built by Bazel: the
`@kbn/ui-shared-deps-npm` DLL, `@kbn/ui-shared-deps-src` externals, and
the `@kbn/monaco` workers. These three webpack bundles are still created
during bootstrap and remotely cached using bazel. The next phase of this
project is to figure out how to get the package bundling features
described in the RFC with the current optimizer, and we expect these
bundles to go away then. Until then any package that is used in those
three bundles still needs to have a BUILD.bazel file so that they can be
referenced by the remaining webpack builds.

[CoreSetup/CoreStart] Add settings service; deprecate uiSettings (#147229)
## Summary
### Background
This is the last PR relating to:
https://github.com/elastic/kibana/issues/144909
The support for global settings has already been added on both the
server side and the client side. Since we went with the "two saved
objects" approach, we added a new `UiSettingsGlobalClient` on both the
[server](https://github.com/elastic/kibana/blob/main/packages/core/ui-settings/core-ui-settings-server-internal/src/clients/ui_settings_global_client.ts)
and the
[browser](https://github.com/elastic/kibana/blob/main/packages/core/ui-settings/core-ui-settings-browser-internal/src/ui_settings_global_client.ts)
to be used for setting / retrieval of globally-available settings.

### What now?
We will need to replace the signature of `uiSettings` on `CoreStart` and
`CoreSetup` as we need a way to expose a global client from there.
We had considered a few approaches:
1. Just add a new `global client` -> the easiest, but clutters the
interface
2. Change `uiSettings` to look something like:
```
uiSettings:  {
  client: IUiSettingsClient;
  globalClient: IUiSettingsClient;
}
```
This is the cleanest, but would require changes to (almost) all plugins

3. @clintandrewhall 's idea, and something that @pgayvallet and myself
agreed on was that we would deprecate the existing `uiSettings` and
introduce a new `settings` property that would have two properties:
`client` & `globalClient`. This way we can let the teams know they
should switch to using the new service in a minimally destructive way.
The downside is that the signature differs slightly from the
server-side.

4. Open to suggestions on this.

### This PR
1. Adds a new `SettingsService` that exposes client/global client for
retrieving namespace-scoped / global settings
2. Deprecates `UISettingsService`
3. Add `globalUiSettings` to `injectedMetadata`
4. Changes `render` signature of `rendering_service`

### Risk Matrix

Delete this section if it is not applicable to this PR.

Before closing this PR, invite QA, stakeholders, and other developers to
identify risks that should be tested prior to the change/feature
release.

When forming the risk matrix, consider some of the following examples
and how they may potentially impact the change:

| Risk | Probability | Severity | Mitigation/Notes |

|---------------------------|-------------|----------|-------------------------|
| Multiple Spaces—unexpected behavior in non-default Kibana Space.
| Low | High | Integration tests will verify that all features are still
supported in non-default Kibana Space and when user switches between
spaces. |
| Multiple nodes—Elasticsearch polling might have race conditions
when multiple Kibana nodes are polling for the same tasks. | High | Low
| Tasks are idempotent, so executing them multiple times will not result
in logical error, but will degrade performance. To test for this case we
add plenty of unit tests around this logic and document manual testing
procedure. |
| Code should gracefully handle cases when feature X or plugin Y are
disabled. | Medium | High | Unit tests will verify that any feature flag
or plugin combination still results in our service operational. |
| [See more potential risk
examples](https://github.com/elastic/kibana/blob/main/RISK_MATRIX.mdx) |

[GlobalExperience] Global UI settings: API & service changes (#147069)
## Summary

This is a follow-up on: https://github.com/elastic/kibana/pull/146270
This PR:
1. adds server-side service changes
2. registers new routes for global settings
3. add a new `UiSettingsGlobalClient` on the browser side, similarly to
what was done on the server side

There are no browser-side service changes yet, as this will be bigger
change worthy of its own PR.

This PR adds a new:
1 . saved object type `config-global`
2. `UiSettingsGlobalClient` for handling global ui settings read/writes

I've refactored some of the existing logic for ui settings client and
moved them to a separate `clients` folder. There are no functional
changes to the existing `ui_settings_client`. I have a follow-up PR with
the changes to the service and the api, but for the sake of keeping them
small, I think it's better to issue them as separate PRs.

Remove dependencies for empty @types/* packages (#144324)
The removed packages were empty becuase the packages for which they provide
types now ship with their own types. So they are no longer needed.

The following command was run to find them:

    find node_modules/@types \
      -mindepth 1 \
      -maxdepth 1 \
      -type d '!' \
      -exec test -e "{}/index.d.ts" ';' \
      -print

In this case that produced the following output:

    node_modules/@types/moment-timezone
    node_modules/@types/strip-ansi
    node_modules/@types/joi
    node_modules/@types/rrule
    node_modules/@types/vfile-message
    node_modules/@types/reduce-reducers
    node_modules/@types/react-resize-detector
    node_modules/@types/pretty-ms

Except for `vfile-message` all of these were direct dependencies and could be
removed.
