AI Assistant Management Plugin + Knowledge Base Management (#171933)
## Summary

This PR adds a bunch of plugins to help manage AI Assistant Management
settings.

It offers a 'selection' plugin inside Stack Management where a user can
select which AI Assistant she wants to manage.
The Security team can hook into this one, so settings for both AI
Assistants can be accessed from inside one place inside Stack
Management.

This PR also adds the plugin to manage settings for the AI Assistant for
Observability, including Knowledge Base management. This plugin is
available both in Stack Management (stateful) and Project Settings
(serverless).

## What it looks like

## Detailed
1. **Adds a Stack Management plugin**
(`/src/plugins/ai_assistant_management/selection`). Its primary function
is to render a selection screen to help users navigate to the settings
plugin for the AI Assistant for a specific solution. This plugin is
displayed in Stack Management, which is only available in stateful
versions of Kibana.

2. **Adds a AI Assistant for Observability Settings plugin**
(`/src/plugins/ai_assistant_management/observability`). This plugin
allows management of specific Observability AI Assistant settings. It is
available in stateful versions of Kibana (via the aforementioned Stack
Management plugin) or in serverless versions via Project Management.

3. **Knowledge Base management for Observability AI Assistant**: The AI
Assistant for Observability Settings plugin has a Knowledge Base tab,
which allows users to add / read / update / delete and bulk import
entries into the Knowledge Base of the Observability AI Assistant.

4. **Moving of KB endpoints in Observability AI Assistant plugin**: KB
endpoints and functions were located in the same folder. As this PR adds
new endpoints for the KB for CRUD operations, it also moves the existing
ones from the function folder into a dedicated one so there's a clearer
distinction between kb and functions.

5. **Adding of GenAI Connector inside Chat Flyout**: If the user has
admin rights, it is possible to set up a GenAI connector from within the
Observability AI Assistant Chat Flyout. This provides a faster and more
seamless onboarding experience. If the user does not, she will be
redirected to the Settings page.

* Fixes chat item styling issues (padding, background color).

* Check if the Stack Management plugin works on stateful

serverless

Removes duplicated RedirectAppLinks component (#170304)
## Summary

This PR removes the [duplicated RedirectAppLinks
component](https://github.com/elastic/kibana/blob/v8.10.4/src/plugins/kibana_react/public/app_links/redirect_app_link.tsx)
which has been marked as deprecated since
74a00fad20.

All references to the previous import declaration from
`@kbn/kibana-react-plugin/public` have been replaced with
`@kbn/shared-ux-link-redirect-app`, this change ensures that the current
app behaviour is preserved, and changes to match the expectation of the
new component have been applied where necessary.

Changes relating to the new `RedirectAppLinks` component; 
- The component does not accept a `className` anymore as it is not a
presentational component despite it being used as one previously,
there's change to make accommodation for how it had been used.
- The component introduces a`data-test-subj` attribute with the value
`kbnRedirectAppLink` on the dom node that wraps it's children.

[testing] replace testing-library/dom package with testing-library/react (#170594)
## Summary

Removes `testing-library/dom` from dependencies. As all the utilities
from`dom` are available already in `testing-library/react`, there's no
need to have both `dom` and `react` libraries available in our
package.json.

Following the [@testing-library/react

builds on top of DOM Testing Library by adding APIs for working with

[apm][uptime][monitoring] Remove color="ghost" buttons (#169312)
## Summary

👋 Hey y'all - EUI will shortly be deprecating the `ghost` color in all
button components (see
https://eui.elastic.co/v89.0.0/#/navigation/button#ghost-vs-dark-mode).

In this PR, components using `color="ghost"` within an `EuiBottomBar`
already automatically inherit dark mode coloring and should be changed
to `color="text"` instead.

For the legacy uptime change that adds a theme wrapper, I'm unsure what
context it's being used in (does not appear to be a bottom bar) and
would appreciate help QAing it.

I'm opening this PR ahead of time for your team so you can test this
migration and ensure no UI regressions have occurred as a result.

[Lens] passing locale to charts (#168571)
## Summary

Passes `locale={i18n.getLocale()}` to <Settings/> Component for elastic
charts. For now it only matters for translating months, days etc in time

[RAM][Maintenance Window] Add maintenance window solution selection. (#166781)
## Summary
Resolves: https://github.com/elastic/kibana/issues/166301

Adds support for solution/category filtering to maintenance windows by
adding a new property: `category_ids`. Selecting one or more solutions
when creating/updating a maintenance window will cause the maintenance
window to only suppress rule types belonging to said solutions. In order
to achieve filtering by solution/category, we are adding a new field to
the rule types schema called `category`. This field should map to the
feature category that the rule type belongs to (`observability`,
`securitySolution` or `management`).

Our initial plan was to use feature IDs or rule type IDs to accomplish
this filtering, we decided against using rule type IDs because if a new
rule type gets added, we need to change the API to support this new rule
type. We decided against feature IDs because it's a very anti-serverless
way of accomplishing this feature, as we don't want to expose feature
IDs to APIs. We decided on app categories because it works well with
serverless and should be much easier to maintain if new rule types are
added in the future.

This means the `rule_types` API has to be changed to include this new
field, although it shouldn't be a breaking change since we're just
adding a new field. No migrations are needed since rule types are in
memory and maintenance windows are backwards compatible.

## PR change summary

`v87.2.0``v88.1.0`

⚠️ The biggest thing to QA in this PR is several **breaking changes** to
`EuiDescriptionList`.

### Description list `columnWidths` prop

This PR introduces a new `columnWidths` prop and removes several Kibana
instances of custom CSS overrides to title/description column widths.

The primary motivation behind this is not just to reduce custom CSS, but
also because v88.0.0 introduced an underlying CSS change of `column`
description lists to using [`display: grid`
CSS](https://developer.mozilla.org/en-US/docs/Web/CSS/CSS_grid_layout).
The new prop allows us to support existing description list custom
widths while not requiring Kibana developers to understand or write grid
CSS (except for 1 or two scenarios around `max-width`).

⚠️ **No user-facing UI around column widths should have regressed as a
result of these changes. If they have, please let us know in this PR.**

### Description list gutter size changes

The prop `gutterSize` has been renamed to `rowGutterSize` and the
default size is now `s` instead of `m`.

The change to `s` from `m` means there is an **expected** smaller gap
between list items (see below screenshots):

[Ops] Bump Node.js to version 18 (#160289)
## Summary

Bumps node.js to 18.17.0 (replacement for PR #144012 which was later
reverted)

As a result, these categorical additions were needed: 
- `node` evocations will need the `--openssl-legacy-provider` flag,
wherever it would use certain crypto functionalities
- tests required updating of the expected HTTPS Agent call arguments,
`noDelay` seems to be a default
 - `window.[NAME]` fields cannot be written directly
 - some stricter typechecks

This is using our in-house built node.js 18 versions through the URLs
the proxy-cache. (built with
https://github.com/elastic/kibana-custom-nodejs-builds/pull/4)

These urls are served from a bucket, where the RHEL7/Centos7 compatible
node distributables are. (see:
https://github.com/elastic/kibana-ci-proxy-cache/pull/7)

[APM] UX text review (#161400)
## Summary

@gchaps and I met to review text on some APM UI pages. Outcomes:

1. Service **m**ap or Service **M**ap — there is inconsistency in the
APM UI with how we refer to Service maps. In some cases, we use title
case (Service Map). In others, we use sentence case (Service map). As
per the [EUI writing
guidelines](https://eui.elastic.co/#/guidelines/writing/guidelines#capitalization),
we should use title case for product features.
2. Storage **e**xplorer or Storage **E**xplorer — same story here. We
use title case sometimes and sentence case others. We should use title
case as this is a product feature.

conversion, which changes the DOM structure of the button slightly as

[Actions] Introduce the isSystemAction property to actions (#160753)
## Summary

This PR introduces the `isSystemAction: boolean` to the `ActionResult`
type. It also, adds the same to the `ActionType` type. I added
validation to verify that system actions cannot be registered at the
moment. More PRs are going to follow to incrementally build the feature.
