* Added `disableEdit` to vis type definition.

* Does not display links and edit action in listing table when
`disableEdit` is true
Visualization server plugin changes:
* Add `readOnlyVisType` registry to set up contract
* Update visualization savedObject.management.getInAppUrl to return
undefined when vis type has been registered as readOnly.
* Prevents "readOnly "visualization types from being displayed in global
search results
* Prevents "readOnly "visualization types from having links in saved
object management listing table.
Timeseries server plugin changes:
* Add `readOnly` yaml configuration
* Expose `readOnly` yaml configuration to public

## Summary
The spread operator is costly and put pressure on GC. It should be
avoided when possible, especially in loops.
This PR adapts a lot of `reduce` calls in the codebase to remove the
usages of the diabolic spread operator, when possible.
Note: the PR is not fully exhaustive. I focused on the server-side, as
we're more directly impacted than on browser-side code regarding
performances.
## Removing `...` usages in `kittens.reduce()`
For `reduce` loops, the spread operator can usually easily be replaced:

This PR move some of the SO types from the `.kibana` index into the
following ones:
- `.kibana_alerting_cases`
- `.kibana_analytics`
- `.kibana_security_solution`
- `.kibana_ingest`
This split/reallocation will occur during the `8.8.0` Kibana upgrade
(*meaning: from any version older than `8.8.0` to any version greater or
equal to `8.8.0`*)
**This PR main changes are:**
- implement the changes required in the SO migration algorithm to
support this reallocation
- update the FTR tools (looking at you esArchiver) to support these new
indices
- update hardcoded references to `.kibana` and usage of the
`core.savedObjects.getKibanaIndex()` to use new APIs to target the
correct index/indices
- update FTR datasets, tests and utility accordingly

telemetry collectors, as most of them were performing direct requests

## Summary
Fixes a regression where the image upload component does not load for
Canvas image elements.
Starting with PR #145633 modules in
`@kbn/presentation-util-plugin/common` are no longer exported from the
`@kbn/presentation-util-plugin/public` module. The imports in the
`ImageUpload` module should have also been updated to the
`@kbn/presentation-util-plugin/common` module.

TL;DR: The `lodash.set` function is unsafe and shouldn't be called.
Cause of error: If you specify multiple `no-restricted-imports` paths
for the same module, only the last path is used. Instead you need to
combine them into a single path as I've done in this PR.
This regression was introduced in #100277

This PR removes all imports of Route from react-router-dom and
'@kbn/kibana-react-plugin/public' and instead imports Route from
@kbn/shared-ux-router.
### Context
Based on

executes steps 2 - 4:
> 2. To make the transition easier, we want to re-export other
react-router-dom exports alongside the modified' Route'.
> 3. Solutions should start using that Route component in place of the

} from 'react-router-dom' with import { ... } from
'@kbn/shared-ux-router'.

This PR migrates all plugins to packages automatically. It does this
using `node scripts/lint_packages` to automatically migrate
`kibana.json` files to `kibana.jsonc` files. By doing this automatically
we can simplify many build and testing procedures to only support
packages, and not both "packages" and "synthetic packages" (basically
pointers to plugins).
The majority of changes are in operations related code, so we'll be
having operations review this before marking it ready for review. The
vast majority of the code owners are simply pinged because we deleted
all `kibana.json` files and replaced them with `kibana.jsonc` files, so
we plan on leaving the PR ready-for-review for about 24 hours before
merging (after feature freeze), assuming we don't have any blockers
(especially from @elastic/kibana-core since there are a few core
specific changes, though the majority were handled in #149370).

The `Handlebars` object exposed by the tested file
(`x-pack/plugins/canvas/common/lib/handlebars.js`) is primarily meant to
have its `compileAST` function called and not the `compile` function.
This PR just updates the tests to reflect that.
This PR upgrades uuid into its latest version `9.0.0`.
The previous default used version `v4` was kept where it was previously
used and places using `v1` or `v5` are still using it.
In this latest version they removed the deep import feature and as we
are not using tree shaking it increased our bundles by a significant
size. As such, I've moved this dependency into the `ui-shared-deps-npm`
bundle.

The canvas shareable runtime build uses webpack 4, which needs the
`--legacy-openssl-provider` flag after the recent Node 16 -> 18 upgrade.
Context: the runtime build is disabled by default in pull requests
because it's currently untested and adds ~3 minutes to build time. It is
enabled in our nightly snapshots pipeline, which we've been using as a
slower feedback loop for build issues.

This PR stops importing:
- `functionWrapper` and `fontStyle` test helpers in
`@kbn/presentation-util-plugin/common`
- `createFleetAuthzMock` test helper in `@kbn/fleet-plugin/common`
These are instead imported from a `*/mocks` or `*/test_helpers` import
target and the related `eslint-disable` comments were removed.
While working through some changes to the package system I fixed a bug
in the source classifier which made these issues clear and made a fix
required. The changes have been broken out of my massive PR to make
review simpler.
This PR implements a linter like the TS Project linter, except for
packages in the repo. It does this by extracting the reusable bits from
the TS Project linter and reusing them for the project linter. The only
rule that exists for packages right now is that the "name" in the
package.json file matches the "id" in Kibana.jsonc. The goal is to use a
rule to migrate kibana.json files on the future.
Additionally, a new rule for validating the indentation of tsconfig.json
files was added.
Validating and fixing violations is what has triggered review by so many
teams, but we plan to treat those review requests as notifications of
the changes and not as blockers for merging.

The operations team is not confident that we'll have the time to achieve
what we originally set out to accomplish by moving to Bazel with the
time and resources we have available. We have also bought ourselves some
headroom with improvements to babel-register, optimizer caching, and
typescript project structure.
In order to make sure we deliver packages as quickly as possible (many
teams really want them), with a usable and familiar developer
experience, this PR removes Bazel for building packages in favor of
using the same JIT transpilation we use for plugins.
Additionally, packages now use `kbn_references` (again, just copying the
dx from plugins to packages).
Because of the complex relationships between packages/plugins and in
order to prepare ourselves for automatic dependency detection tools we
plan to use in the future, this PR also introduces a "TS Project Linter"
which will validate that every tsconfig.json file meets a few
requirements:
1. the chain of base config files extended by each config includes
`tsconfig.base.json` and not `tsconfig.json`
1. the `include` config is used, and not `files`
2. the `exclude` config includes `target/**/*`
3. the `outDir` compiler option is specified as `target/types`
1. none of these compiler options are specified: `declaration`,
`declarationMap`, `emitDeclarationOnly`, `skipLibCheck`, `target`,
`paths`
4. all references to other packages/plugins use their pkg id, ie:

5. only packages/plugins which are imported somewhere in the ts code are

This linter is not only validating all of the tsconfig.json files, but
it also will fix these config files to deal with just about any
violation that can be produced. Just run `node scripts/ts_project_linter
--fix` locally to apply these fixes, or let CI take care of
automatically fixing things and pushing the changes to your PR.

When I merged main into my PR it included a change which removed the
`@kbn/core-injected-metadata-browser` package. After resolving the
conflicts I missed a few tsconfig files which included references to the
now removed package. The TS Project Linter identified that these
references were removed from the code and pushed a change to the PR to
remove them from the tsconfig.json files.
## No bazel? Does that mean no packages??
Nope! We're still doing packages but we're pretty sure now that we won't
be using Bazel to accomplish the 'distributed caching' and 'change-based
tasks' portions of the packages project.
This PR actually makes packages much easier to work with and will be
followed up with the bundling benefits described by the original
packages RFC. Then we'll work on documentation and advocacy for using
packages for any and all new code.
We're pretty confident that implementing distributed caching and
change-based tasks will be necessary in the future, but because of
recent improvements in the repo we think we can live without them for
**at least** a year.
## Wait, there are still BUILD.bazel files in the repo
Yes, there are still three webpack bundles which are built by Bazel: the
`@kbn/ui-shared-deps-npm` DLL, `@kbn/ui-shared-deps-src` externals, and
the `@kbn/monaco` workers. These three webpack bundles are still created
during bootstrap and remotely cached using bazel. The next phase of this
project is to figure out how to get the package bundling features
described in the RFC with the current optimizer, and we expect these
bundles to go away then. Until then any package that is used in those
three bundles still needs to have a BUILD.bazel file so that they can be
referenced by the remaining webpack builds.

## Summary
Replace React.lazy and withSuspense with async imports in expressions
plugins
The `withSuspense` method shows a loading state (`EuiLoadingSpinner`)
while React.lazy imports the component module. However, expression
renderers have a second loading state after the module is imported. This
causes a flash of two separate loading states . Unfortunately, this
caused a much larger problem with reporting where the report was
triggered before the second loading state was complete.
Using async imports rather than `React.lazy` ensures that components are
fully available before the expression renderers call their `done`
method.

## Summary
First step of `[ESQL] Improve the typing experience` (#144296). This PR
is the skeleton for later parts, but already supports basic parsing
scenarios.
## What was done:
- [x] Added new `ESQL` language in `@kbn/monaco` package. Parsing was
done using the `antl` syntax;
- [x] `kbnUiSharedDeps`-srcJs bundle has been optimised, all workers
have been moved into separate chunks. This gave almost minus` 2 MB` 🕺
- [x] existing `esql` lang was renamed to `sql`. In order not to confuse
anyone in the future
- [x] some code from `painless` folder was moved to `common` and reused
in ESQL (probably needs some refactoring in future)
## Next steps:
- [ ] improving `ANLT` syntax to cover all cases
- [ ] implementing `Autocomplete` feature
## How to use new `ESQL Lang`:
To use new language 2 properties should be set for `CodeEditor`
component

In order to get us closer to the developer experience we want for
packages, we are trying to move package builds out of bazel and instead
we want to build files on demand. In the case of .peggy files this means
importing them directly and teaching babel/jest/webpack how to handle
these imports by automatically transpiling and caching the results.
This change does just that, adding a `@kbn/peggy` package which wraps
peggy for types, and also adds support for defining peggy config
adjacent to a peggy grammar file in a `${basename}.config.json` file.
This file will be parsed and used to configure things like
`allowedStartRules` as described in [the peggy
docs](https://peggyjs.org/documentation.html#generating-a-parser-javascript-api).
This PR also implements `@kbn/peggy-loader` which uses `@kbn/peggy` to
transpile peggy files in webpack, and a peggy transform for both Jest
and our custom babel register hook.

`public/index.ts` in Presentation Util plugin.

This may look daunting as it touches many files across several plugins.
I recommend looking at the [change on this line
first](https://github.com/elastic/kibana/pull/145633/files#diff-64c9d44d43fb458b5f18b066887586eee3868c6ab1ea7fcb82254d40a0fb53f4L34).
Prior to this PR this line exports modules from the `common/lib`
directory in the `public` module. This should not be necessary since
other plugins should be able to access these modules from
`@kbn/presentation-util-plugin/common` directly.

The textbox did not appear because the shared setFieldScript function targets and toggles the script textbox when opening the flyout. When a runtime field is being modified, the toggle is already active and using the shared function will trigger the toggle again (losing access to the script textbox).
Also resolved an issue that prevented the warning EuiCallout to appear when changing the type of a runtime field from its original type. Resolved this by adding an enter keypress at the end of setFieldType function to confirm the type selection, thus triggering the EuiCallout
